Founder and Research Director
Dr. Lam brings a decade of practical and scholarly research experience to the table, with a focus on public administration, constitutional affairs, civic participation, and social policies. Prior to her entrepreneurship journey, she was with the Hong Kong Policy Research Institute from 2016-2022. She was promoted to Senior Researcher and Head of Centre for Constitutional Affairs and Governance in 2020 and had played an instrumental role in the organization of research-related activities and the drafting of several well-received reports on “One Country, Two Systems”, the Greater Bay Area and the governance of Hong Kong. She also spearheaded her team's efforts in collaborating with relevant stakeholders and offering policy recommendations to the government.
Beyond her professional commitments, Dr. Lam is deeply engaged in public and community service. Since 2018, she has been a dedicated member of the Family Council under the Home Affairs Bureau. In 2021, she took on the role of Convenor for the Sub-committee on Family Support and represents the Council in the Committee on Promotion of Breastfeeding under the Food and Health Bureau. Dr. Lam has also been contributing as a lay member of the Solicitor Disciplinary Tribunal since 2019.
Dr. Lam earned her Ph.D and M.Phil from the University of Hong Kong, and an Executive Master's degree in Public Administration from Tsinghua University. She was honored with the Outstanding Master Thesis Award and Outstanding Student Scholarship Award from Tsinghua University upon her graduation. Besides her public administration credentials, she also holds a Master of Arts degree in Visual Cultural Studies from the Chinese University of Hong Kong and a Bachelor's degree in Social Science (First Class Honours) from the University of Hong Kong. She has authored numerous journal articles, book chapters, and research reports concerning the politics of Hong Kong and Mainland China.
Presently, Dr. Lam is also a presenter for an RTHK radio phone-in program and is a regular media commentator, appearing on talk shows and Youtube channels.
