Founding Director and Research Director
Dr. Lam brings over a decade of expertise in practical and academic research, with a focus on public administration, constitutional affairs, AI in education, civic engagement, and social policies. As the founder of Bird Eye Research and Consulting Limited, she leads innovative initiatives that bridge policy research and real-world application.
Prior to establishing Bird Eye, Dr. Lam served at the Hong Kong Policy Research Institute from 2016 to 2022, where she played a pivotal role in organizing research activities and acted as principal investigator for several acclaimed reports on "One Country, Two Systems" and Hong Kong's public sector. She collaborated extensively with government departments, legislators, and NGOs to manage and deliver impactful projects. Previously, she also served as a Senior Research Fellow at the Culture, Sports and Tourism Bureau of the HKSAR Government.
Dr. Lam is deeply committed to public and community service. She served on the Family Council (under the Home Affairs Bureau) from 2018 to 2025, including as Convenor of the Sub-committee on Family Support in 2021, and represented the Council on the Committee on Promotion of Breastfeeding (under the Food and Health Bureau). Since 2019, she has been a lay member of the Solicitor Disciplinary Tribunal. Currently, Dr. Lam hosts a radio phone-in program on RTHK and contributes regular commentaries to Ming Pao.
Dr. Lam holds a Ph.D. and M.Phil. from the University of Hong Kong, an Executive Master's in Public Administration from Tsinghua University, a Master of Arts in Visual Cultural Studies from the Chinese University of Hong Kong, and a Bachelor's degree in Social Science (First Class Honours) from the University of Hong Kong.
